Notice of Solicitation of Submissions for Contractor Pre-Qualification
The U.S. Department of State (DOS), Office of Overseas Buildings Operations (OBO) is seeking to pre-qualify firms for Design-Build Construction and Construction projects at various Department of State Foreign Service Posts and other facilities worldwide. The Department of State anticipates awarding 25 IDIQ contracts.
Depending on the availability of qualified offerors; set asides for specific categories of small business shall be as follows: six (6) set aside for 8(a) firms, three (3) set aside for Hub Zone businesses, four (4) set aside for service-disabled, veteran owned businesses, four (4) set aside for woman-owned businesses, four (4) set aside for small businesses, and four (4) set aside for full-and-open competition.

Multiple submissions are not required. An offeror may designate any combination of business size categories on the face of the qualification proposal submission. An offeror determined to be qualified in accordance with this announcement will be considered for award of a contract in each small business size category the offeror is determined qualified to participate in accordance with the Small Business Administration (SBA) business size standard and SBA registration. However, qualified offerors submitting for consideration in multiple business size categories that are selected for award shall received only a single contract even if they may otherwise be qualified and under consideration for award in multiple categories. The final award category will be determined in accordance with the best interests of the Government. Pre-qualification submission must be in by Feb. 23, 2012.
Phase I – Pre-Qualification of Offerors
This announcement for pre-qualification is Phase I. DOS will evaluate and rate the pre-qualification proposals based on the evaluation criteria set forth in the following evaluation factors. Those offerors receiving a satisfactory evaluated rating from the technical evaluation board will be issued a formal solicitation (Request for Proposal) and invited to submit pricing in Phase II. The government reserves the right not to pre-qualify any offeror receiving less than a satisfactory rating in any evaluation factor or sub-factor.
Phase II – Requests for Proposals from Pre-Qualified Offerors
Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for the award of the base IDIQ contract and invited to submit proposed pricing in Phase II. The RFP will include a statement of work, standards, and criteria for use in the performance of task order for specific project performance. The pricing requirements shall be identified in the RFP and will include identification of the proposed fully burdened labor rates to be utilized during task order solicitation pricing during the base and each option year of the IDIQ contract.
