Are there enough Qualified SDVOSB's

Dean Ledbetter • Not enough qualified SDVOSB's..hmmm..that's the argument, but is it true? I get the "gut" feeling that the group here does not think so. Are they
wrong? They complain about not being considered because they lack certain
"past performance" read "experience" with the specific type of work being
requested or they lack bondng capacity for construction jobs, or they lack
financing for the big contracts, problems ad infinitm.

There are ways around those constraints, but they are nonetheless real, and
if the SDVOSB does not know the "work around" then the constraint becomes
the reason for lack of award.

There are "war Stories" posted here in sufficient numbers and detail that
to lead one to believe that there is an opportunity here to achieve a
higher number than 3%.

I am hearing very upsetting news that FPS under DHS is requiring SDB over SDVOSB on contract offerings which means that we are very unfavorably being pushed aside in competing for DHS contracts. That is unfair and restrictive competition beyond the intent. DHS is one organization that has NEVER come close to their 3% floor for SDVOSB Contracting yet they surpass all other set aside quotas. Many of us cant qualify as SDB because we have assets or total net worth greater than their floor value but we are still SDVOSBs. Additionally I am told it takes 6-12 months to "prove" your status as a SDB

Of course in the post above we are talking the 8(a)program as SDB's are self certified.
